Does my Audi A4's water pump need changing at the same time as the cam belt?

We have a 2004 Audi A4 1.9 TDI with 60,000 miles on the clock. A cam belt change is imminent, but a couple of garages are saying that the water pump would need changing at same time. Is this really necessary? It seems a bit rich to have to do this on a premium car at 60,000 miles.
If the waterpump impellers fail and the pump seizes, it will throw off the belt. But as far as I know only transverse VAG 1.9 diesels have timing belt-driven waterpumps. On the longitudinal engines (as in your A4) it is driven by a separate external belt.
