Does my Fabia need a replacement cam belt?

My 2 1/2 year old Fabia is due for its 40,000 mile service and the local Skoda independent garage tells me that the cam belt also needs changing. Checking with the Skoda dealer from whom I bought the car, I am informed that the interval is actually every 4 years or 80,000 miles whichever comes first. Who is correct? If the car was a fleet car 40,000 miles could be covered in a year. Surely the cam belt doesn't need replacing every year if this was the case?
For this engine it's normally 4 years or 60k miles, whichever comes first.
