Why weren't my Skoda Fabia's brake drums cleaned during the annual service?

Last week I was charged for removing and clearing out brake dust from rear brake drums when one rear brake had seized. My Skoda Fabia had its annual service at same garage at end of March. Isn't removing rear brake drums and clearing them out part of a normal annual service?

No. It's an extra job, not routinely done as part of a service.
