Does my cambelt need replacing after just 23,000 miles?

I have a May 2012 Ford Ka that has done 23,000 miles. My local Ford garage tells me that I need a new cam belt as part of the five year service. Do you think that this is necessary considering the low mileage?
Yes. It's a FIAT engine. Needs a new timing belt, tensioner, waterpump and aux belt because the waterpumps have a tendency to spring a small leak. This job is a fixed £300 + VAT at a FIAT dealer so if your Ford dealer wants to charge substantially more, take it to a FIAT dealer.
