Front brake discs worn out after 18,000 miles

My wife's Nissan Juke has just been for its first service and we have been told that the front discs were below the minimum wear limit. However, the front pads were just 20 per cent worn. Has Nissan managed to make cast iron brake discs softer than brake pad material?
In a word, yes. Ever since asbestos was banned from brake pads the only way to get the same friction has been to make the brake discs of a softer iron alloy and to add metallic content to the pads.
