How long should brake pads last?

My wife's electric Kia Soul was serviced last year. This year, using the same garage, it has needed new rear brake pads and discs due to the disc being scored because the brake pads were worn down to the metal. I would have though that last years' service should have told me if the brake pads would not last for the upcoming year. The mileage done in the year was 5000 miles.
We would expect a standard service to include a least a visual check of the brakes, but it is possible that this is not included or was missed during the service. You can ask the dealer for a list of service items to see if brakes are included to confirm. It seems unlikely that the rear brakes were within wear limits only to be worn through to the metal within 5000 miles.
