Why hasn't Volkswagen fixed the fault with the 2007 Passat's electric parking brake?

My 2007 Passat electric parking brake also failed last month and my local Volkswagen specialist - Autotechnics in Gillingham, Dorset - fitted the new brake servo motor, calliper and new rear brake set for £531. If this is a well-known problem, you would have thought that Volkswagen would have addressed this issue by now.
Electric rear parking brake motors have a finite life. They sit in a very hostile environment and eventually moisture gets inside them. Same goes for every car fitted with them: Renaults, Fords, etc, etc. Some manufacturers have reverted to hand parking brakes for this reason. For example, BMW.
