Should I have the timing belt changed on my Fiat 500?

My brilliant but under-used Fiat 500 (7200 miles) is coming up to five years old and is due an MOT and service. Last year the dealer did a "32-point service" for about £260. This included re-gassing the air-con, an oil/filter change and new plugs. Should I do the same this year or do I need to get the timing belt changed too? I've done just 1300 miles since its last service and wonder if there's anything else I should get done.
I'm facing the same quandary, but at 18,000 miles. I might try to p/x the 500 rather than spend £600 + on a big timing belt service.
