Do I need my air con regassing after two years?

I have just booked a routine service with the franchised dealer who sold me the car, new, 2 years ago. They want to know if I want the aircon stuff renewing (replacing?) or if I would like the fuel system "flushing through - you'll get more mpg". I don't think either should be needed and there are no symptoms. Am I right in thinking this is just them trying to get more money out of me? PS: they didn't mention this when I bought the vehicle and I am thnking of threatening "Misselling by Witholding".
Most dealers will try to upsell you add ons when having your vehicle serviced. Manufacturers generally recommend replacing the air con gas every two years, so this not untypical, although many owners wait until the air con no longer blows cold. A fuel system flush is arguably not necessary after two years, so this would be entirely optional. It is also worth mentioning that misselling by witholding generally refers to financial products.
