Why is the steering on my Peugeot 306 getting stiff?

I have had a problem with my Peugeot 306's steering for a few weeks now. At first it was minimal but now it gets very stiff at times. There is a point on the steering wheel (just off centre) where it feels as if it gets stuck and doesn't want to turn, but when you get past this point the steering is fine. It is far worse when turning right. I took it to a mechanic and he said the power steering fluid looked unhealthy, so he drained and replaced it. This seemed to cure the problem for about three days, but it has now come back. Any help on this would be appreciated.

Worn pump and/or worn rack. Replacing either could cost more than the car is worth.
