BMW X1 suffering Xenon problems

My wife purchased a new BMW X1 five months ago with Xenon headlamps. Now that the nights are drawing in she is getting headlamp flashes from oncoming vehicles when on dipped beam. The BMW dealer says this is because, with the running lights on, the vehicle is "showing too many lights". Is this correct?

It will have LED DRLs as well as the Xenons which are supposed to automatically self level according to load. The only way you will know if there is anything wrong with this is to take it to an MoT station and get the lights tested. If they are okay, no problem. If not tell the BKW dealer to fix them or give you your money back.
