What does the failure category "vehicle ID number" on an MoT mean?

Maybe I am a bit dim but in your MoT failure stats it states one failure category as "Vehicle ID No." What on earth does that mean in terms of failure?. Or are they talking about the number plates?

The MoT tester will check that the vehicle is displaying a legible VIN (vehicle identification number). If it's missing, incomplete or showing different VINs on different parts of the car then it fails the MoT. A missing/or incomplete VIN usually indicates that someone is trying to hide the identity of the vehicle because it is stolen or is unroadworthy.
