Should the fan run continually when the engine is running or only when coolant reaches a certain temperature?

Should the fan run continually when the engine is running or only when coolant reaches a certain temperature?
Only when the coolant reaches a certain temperature. I'd guess that the fan temp sensor/sender switch has stuck. Not a big job to replace, but requires a big socket.
