Why wasn't I told my air con should have a re-gas every two years?

I have suspected that the air con on my 2015 Nissan Qashqai has not been particularly effective. A recent 200 mile journey in hot sunshine convinced me that it is totally ineffective. My local dealer tells me that a re-gas is not covered under the warranty unless there is another problem. As far as I'm concerned, the loss of gas after two years and four months, with less than 23,000 miles is problem enough. They now tell me that they recommend a full re-gas every two years, regardless of use, though this is not mentioned on any servicing schedule. Surely this cannot be acceptable, particularly in view of the exorbitant cost of the new refrigerant gas?
It's a standard problem with the refrigerant R1234yf that the EC has legislated into vehicle a/c systems. It is more leak prone than the old R134a, is more flammable and costs about four times as much to re-gas. Blame the EC legislators. See: www.ac4cars.co.uk/r1234yf.html/
