Does a full service history mean up to the present day?

Does a full service history mean up to the present day? The one from the car I just bought only goes up to 2015.
Not in my opinion, but debatable. My view is that every car needs a service at least every year or every 10,000 miles, whichever comes first. But some manufacturers allow cars up to two years and 20,000 miles between services. So, if it's one of those cars, it could have a "full" service history even though it has been inadequately serviced.
