Should my Daihatsu Terios' brake pads have been changed with 3mm pad depth remaining?

My 6-year-old Daihatsu Terios (47,000 miles on the clock) has just had an annual service and MoT test. During this I was informed that the front brake pads needed replacing and agreed to this being done and the old pads saved for me. When I checked the old pads I noticed that 3mm of thickness still remained; would this not suffice for several more miles?
Probably not for another year, which is why you were warned to change them now. Had they worn right down they would have damaged the brake discs and landed you with a bill for new discs.
