Air con failure on Volkswagen Golf - who should pay for repairs?

The air conditioning on my 2011 Volkswagen Golf has failed. My local dealer has found the gas level to be low, but couldn't source the leak and will recharge the system with a dye to try to find it. They still intend to charge me for this as the air con should have been serviced at the two year service. I was not made aware of this when the car went in for that service, should they be charging me?
These service plans only provide minimum servicing and usually do not even include an annual oil change, much less a brake fluid change or an aircon re-gas. These are additional to the service plan and you should have been told.
