Does my daughter's 2005 Clio really need a coolant and brake fluid change at 13,000 miles?

A Renault main dealer is suggesting that my daughter's 2006 Clio (1.4 petrol) needs a coolant and brake fluid change (mileage is about 13,000) - they are pushing the "special offer" at £50 each. Should she do it? The car is in for a £199 Renault "major service" tomorrow.
Has it ever been done on the car? If not, then it's probably a good idea if the car is four years old. Even though the mileage is low, the fluids will be getting quite old and could do with replacing.
