Clean my turbo or replace it?

The car goes into limp mode when under load going uphill. I have paid one garage to fix the problem by cleaning the turbo. It actually made matters worse. Discovered they actually only cleaned the inlet manifold. I guess in disturbing the inlet more dirt has gone in to the turbo. Should I pay a specialist VW garage to 'clean the turbo' for £220 or should I buy new turbo from online for £330 + fitting? How do I double check turbo required. The engine is ASV and I believe turbo part is GT1749V? The cars done 60000 miles.
A 9 year old turbo will be near the end of its days so better to replace with a new one. But £330 seems suspiciously cheap to me.
