Does the cambelt on my car need replacing after two years?

I've just received an email from my Skoda garage asking to book my car in for a cambelt and water pump replacement. What mileage should this happen on a June build 2017 Skoda Octavia 2.0 TDI that has done 23,700 miles. If the cambelt does need changing what else should be changed at the same time?
That's outrageous. If it needs a timing belt change at this age and mileage there must be a fault and the timing belt must be changed under warranty or under the dealer's liability. Generalising, we say every timing belt engine needs a fresh timing belt, tensioner, waterpump and aux belt every five years or 60,000 miles, whichever comes first,
