Does my car need a brake fluid change on its first service?

My car is due its first MoT and I'm taking it to an official dealer for a service and MoT. The MoT alone is £53 and on top of that they are adding a complete change of brake fluid as well as the service. I have no idea whether that is needed and now worried if I could be fleeced for the sake of playing safe with the warranty. The car is low mileage 19.5k
£53 is the standard Government charge for the MoT. The car needs a brake fluid change every three years because brake fluid is hygroscopic (absorbs moisture from the atmosphere) and three years moisture in the brake fluid can cause corrosion to delicate internal components of the ABS.
